Yes all ports can be used at the same time as it's charging. The only thing is that the 12V Direct Current (DV) cannot be used at the same time with the Alternative Current (AC) 110V. Otherwise the DV can be used with all the USB ports and the AC can be used with all the USB ports even while charging.
